I personally understand where your frustration is coming from but let me just list a few things why this decision was in fact made.

1) The map was rather small, no where to explore and it just felt really congested and room-less.
2) Everyone somehow had their hands on enough ammunition in the tank to take on Kim Jong-un :S
3) We needed more Corps so more jobs were available so people could afford weapons so that it can be fun for them too.
4) Gangs were too rich and gang leaders kept loading up all members with enough coins to afford the best of weapons and bullying all new members giving them no real chance to work their way up

So overall the RP should be a little realistic and unfortunately FreshRP lacked that very much.
