Why i get a white screen when i put the fresh address?

I used to have a problem which it was automatically solved but it came again. The problem is if I type the fresh address I see an only white screen and it doesn't load. I can get only to fresh through a VPN (Virtual Private Network). Its really annoying because I wish I could come online through my own network. I dealt with deleting cache, reseting router, disabling anti-virus, etc but nothing changes I think this problem only affects my network where I can't go online through it.
