Making hotel safer

So I thought since advertisers always advertise and don't rest till they take out users. And even with they're ip ban, they'd get on a free vpn to advertise in it again. So I thought if a command called :machineban x was in the hotel which machine bans a person and make him banned even if changed ip, thought would make it better avoiding all the advertisers and assuring they won't come back for a good certain time.. Possible idea?

Using another browser or deleting the file that remembers your machine ID results in a re-generation of machine ID so would be easily by-passable and a waste of our time to code it.

Instead of that. Use a program to trace the user, and have there user name, ip written down, and use the program to Trace the ip ranges, and just use an ip ban, to insta ban the accounts. Also, go to the hotel they're talking about, and list the users. Then ban them. Simple.
