What are the protocols?

What are the protocols when you get ban for spamming? Honestly I know it's an automatic ban, so technically you guys can't do anything about it, but can you increase the amount of times a user can say a repeated message, so they won't get banned for an hour just for innocently sending the same thing twice or what ever seems to be the case. It's just a suggestion, I am pretty sure it will help out a lot of users.
