Urgent Bug which needs to be fixed

There's a big bug in the hotel i wasn't able to post this on the bug reports section because it doesn't allow me to do so.
If you go into the top rooms on the server, you'll see rooms filled with people, but they've been there since yesterday and they appear to be lifeless. they're not even online so its like they just get copied. and you can't whisper to them its pretty scary.

This bug needs to be fixed asap.
